On Friday 8th of August 2025, the National Eisteddfod in Wrexham became the stage for a bold and hopeful moment in Welsh public life: with the landmark event, the launch of Bil Pob Plentyn—the “Bill for Every Child.” Held at the Voluntary Sector Hub on the Eisteddfod Maes and chaired by Jane Dodds MS, the event featured a panel of esteemed advocates: Heledd Fychan MS, Sharon Lovell (CEO of NYAS Cymru), Sean O'Neill (Deputy CEO of Children in Wales) and Nia Gwynfor (NYAS Cymru.) The hub was packed, with several other Members of the Senedd present to lend their support to the event facilitated by NYAS Cymru and Children in Wales.
The atmosphere was positive with conversations about fairness, accountability, and children’s voices being heard. Enthusiastic applause followed from an audience eager to see real change for Wales’s youngest citizens.
What is Bil Pob Plentyn?
At its heart, Bil Pob Plentyn is a legislative proposal to enshrine the rights of babies, children, and young people into Welsh law. Rather than treating children’s rights as aspirational, this Bill seeks to make them fully enforceable rights—embedded into every public body’s responsibility. It's built upon the principles of the United Nations Convention on the Rights of the Child (UNCRC) and shaped by collaboration across Cross-Party Groups in the Senedd, working alongside over twenty organisations including NYAS Cymru, Children in Wales and Voices from Care Cymru.
The Bill proposes far-reaching changes: a statutory Welsh Corporate Parenting Charter, giving care-experienced young people up to age of 25 (regardless of their education or employment status) guaranteed residence transitions and priority mental health support; ensuring advocacy services are a statutory right for all children and their families; and radically improving housing security by ending placements in unregulated accommodation.
Alternatively, Early Years Wales (which NYAS Cymru are a member of and sit on the Early Years Action Group) have emphasised how the proposal champions early childhood, calling for a legal right to early education and care from 9 months to 4 years, alongside the right to play, and a reinforcement of the “First 1,000 Days.”
An important idea is the proposed guarantee of statutory rights for all children and young people reported missing, ensuring they are offered independent Return to Home Interviews upon safe return. This measure promises an immediate and independent space to explore why a child went missing, identify any harm suffered, and shape safer futures.
Why it Matters—and What’s Next
This could be a momentous shift. Wales has long committed to children’s rights through its ratification of the UNCRC—but until now, it’s been a policy aspiration, not a legal mandate. Bil Pob Plentyn promises to change that. As the Bevan Foundation noted, it turns rights from aspiration into enforceable law—making Wales a leader in aligning everyday governance with children's wellbeing.
Crucially, the timing is strategic. With Senedd elections coming in May 2026, this launch calls on all parties to embed Bil Pob Plentyn within their manifestos—and ultimately enact it in the next legislative term. Without such cross-party commitment, the Bill could remain an inspirational idea rather than a binding reality.
NYAS Cymru: Driving Action, Not Just Words
NYAS Cymru plays a central role in this campaign. Led by CEO Sharon Lovell, NYAS Cymru has long championed children and young people’s rights and provides advocacy across Wales to care-experienced young people and vulnerable adults. At the Wrexham launch, Sharon’s leadership reinforced the charity’s deep commitment to Bil Pob Plentyn, underscoring how independent advocacy is not just desirable—but vital.
Launch Reflections from the Voluntary Sector Hub
Jane Dodds MS, who chaired the event, remarked that it’s about building a Wales where every child knows their voice matters, echoing the profound importance of turning rights into legal standards. The presence of multiple MSs from different political parties added a powerful note of unity to the proceedings.
Sharon Lovell & Nia Gwynfor (NYAS Cymru) and Sean O'Neill (Children in Wales) brought real-world perspectives, emphasising how enforceable rights can transform outcomes—ensuring children in care aren’t overlooked, that advocacy is accessible, and that families find meaningful support when navigating the child protection system.
Heledd Fychan MS spoke passionately about embedding rights into the DNA of public services, so that every decision — from health to housing to education — considers the best interests of the child first.
Looking Ahead: From Ideas to Law
Now the voices raised at Wrexham must echo through the corridors of power. Already, a coalition of charities, youth organisations, and advocacy groups is calling on citizens across Wales to write to their MSs and ensure Bil Pob Plentyn is adopted in their party’s platforms.
If enacted, this Bill could reshape the social landscape—making Wales a beacon of child-centred governance, where each child’s rights are embedded into everyday policy and practice.

Wedi'i gynnal yn Hwb y Sector Gwirfoddol ar faes yr Eisteddfod ac wedi'i gadeirio gan Jane Dodds AS, roedd y digwyddiad yn cynnwys panel o eiriolwyr uchel eu parch: Heledd Fychan AS, Sharon Lovell (Prif Weithredwraig NYAS Cymru), Sean O'Neill (Dirprwy Prif Weithredwr - Plant yng Nghymru) a Nia Gwynfor (NYAS Cymru.) Beth yw Bil Pob Plentyn?
Yn ei hanfod, mae Bil Pob Plentyn yn gynnig deddfwriaethol i ymgorffori hawliau babanod, plant a phobl ifanc yng nghyfraith Cymru. Yn hytrach na thrin hawliau plant fel rhai uchelgeisiol, mae'r Bil hwn yn ceisio eu gwneud yn hawliau cwbl orfodadwy—wedi'u hymgorffori yng nghyfrifoldeb pob corff cyhoeddus. Mae wedi'i adeiladu ar egwyddorion Confensiwn y Cenhedloedd Unedig ar Hawliau'r Plentyn (CCUHP) ac wedi'i lunio gan gydweithio ar draws grwpiau trawsbleidiol yn y Senedd, gan weithio ochr yn ochr â dros ugain o sefydliadau gan gynnwys NYAS Cymru, Plant yng Nghymru a Voices from Care Cymru.
Mae'r Bil yn cynnig newidiadau pellgyrhaeddol: Siarter Rhianta Corfforaethol statudol Cymru, gan roi gwarantau o drawsnewidiadau preswyl a blaenoriaeth i bobl ifanc sydd â phrofiad o ofal a chymorth iechyd meddwl i'w rhoi ar waith i bobl ifanc hyd at 25 oed (waeth beth fo'u statws addysg neu gyflogaeth); sicrhau bod gwasanaethau eiriolaeth yn hawl statudol i bob plentyn a'u teuluoedd; a gwella diogelwch tai yn radical trwy ddod â lleoliadau mewn llety heb ei reoleiddio i ben.
Mae Blynyddoedd Cynnar Cymru (y mae NYAS Cymru yn aelod ohono ac yn eistedd ar y Grŵp Gweithredu Blynyddoedd Cynnar) wedi pwysleisio sut mae'r cynnig yn hyrwyddo plentyndod cynnar, gan alw am hawl gyfreithiol i addysg a gofal cynnar o 9 mis i 4 oed, ochr yn ochr â'r hawl i chwarae, ac atgyfnerthu'r "1,000 Diwrnod Cyntaf."
Syniad pwysig yw'r warant arfaethedig o hawliau statudol i bob plentyn a pherson ifanc sy'n cael eu hadrodd ar goll, gan sicrhau eu bod yn cael cynnig Cyfweliadau Dychwelyd i'r Cartref annibynnol ar ôl dychwelyd yn ddiogel. Mae'r mesur hwn yn addo lle uniongyrchol ac annibynnol i archwilio pam aru’r plentyn fynd ar goll, nodi unrhyw niwed a ddioddefwyd, a llunio dyfodol mwy diogel.
Pam Mae'n Bwysig—a Beth Nesaf
Gallai hwn fod yn newid arwyddocaol. Mae Cymru wedi ymrwymo ers tro i hawliau plant drwy gadarnhau'r CCUHP—ond hyd yn hyn, mae wedi bod yn ddyhead polisi, nid yn fandad cyfreithiol. Mae Bil Pob Plentyn yn addo newid hynny. Fel y nododd Sefydliad Bevan, mae'n troi hawliau o ddyhead yn gyfraith orfodadwy—gan wneud Cymru yn arweinydd wrth alinio llywodraethu bob dydd â lles plant.
Yn hollbwysig, mae'r amseru'n strategol. Gyda etholiadau'r Senedd yn dod ym mis Mai 2026, mae'r lansiad hwn yn galw ar bob plaid i ymgorffori Bil Pob Plentyn yn eu maniffestos—ac yn y pen draw ei weithredu yn y tymor deddfwriaethol nesaf. Heb ymrwymiad trawsbleidiol o'r fath, gallai'r Bil barhau i fod yn syniad ysbrydoledig yn hytrach na realiti rhwymol.
NYAS Cymru: Gyrru Gweithredu, Nid Geiriau yn Unig
Mae NYAS Cymru yn chwarae rhan ganolog yn yr ymgyrch hon. Dan arweiniad y Prif Weithredwraig Sharon Lovell, mae NYAS Cymru wedi bod yn hyrwyddo hawliau plant a phobl ifanc ers amser maith ac yn darparu eiriolaeth ledled Cymru i bobl ifanc sydd â phrofiad o ofal ac oedolion sy’n agored i niwed. Yn y lansiad yn Wrecsam, atgyfnerthodd arweinyddiaeth Sharon ymrwymiad dwfn yr elusen i Bil Pob Plentyn, gan danlinellu sut nad yw eiriolaeth annibynnol yn ddymunol yn unig - ond yn hanfodol.

Dywedodd Jane Dodds AS, a gadeiriodd y digwyddiad, ei fod yn ymwneud ag adeiladu Cymru lle mae pob plentyn yn gwybod bod ei lais yn bwysig, gan adleisio pwysigrwydd dwys troi hawliau yn safonau cyfreithiol. Ychwanegodd presenoldeb nifer o ASau o wahanol bleidiau gwleidyddol nodyn pwerus o undod i'r trafodion.
Daeth Sharon Lovell a Nia Gwynfor (NYAS Cymru) a Sean O'Neill (Plant yng Nghymru) â safbwyntiau byd go iawn, gan bwysleisio sut y gall hawliau gorfodadwy drawsnewid canlyniadau—sicrhau nad yw plant mewn gofal yn cael eu hanwybyddu, bod eiriolaeth ar gael, a bod teuluoedd yn dod o hyd i gefnogaeth ystyrlon wrth lywio'r system amddiffyn plant.

Nawr mae'n rhaid i'r lleisiau a godwyd yn Wrecsam atseinio trwy goridorau pŵer. Mae clymblaid o elusennau, sefydliadau ieuenctid, a grwpiau eiriolaeth eisoes yn galw ar ddinasyddion ledled Cymru i ysgrifennu at eu ASau a sicrhau bod Bil Pob Plentyn yn cael ei fabwysiadu ar lwyfannau eu plaid.
Os caiff ei ddeddfu, gallai'r Bil hwn ail-lunio'r dirwedd gymdeithasol—gan wneud Cymru yn oleudy o lywodraethu sy'n canolbwyntio ar y plentyn, lle mae hawliau pob plentyn wedi'u hymgorffori mewn polisi ac ymarfer bob dydd.
Drwy ddal egni'r lansiad, yr ysbryd cydweithredol ymhlith aelodau'r Senedd ac arweinwyr eiriolaeth, a dyfnder y cynnig, mae Bil Pob Plentyn yn gam symbolaidd a gweladwy tuag at sicrhau cyfraith i bob plentyn—ledled Cymru ac y gellir ei gorfodi.
